President RF Dmitry Medvedev, May 19 signed a decree "On measures to combat corruption," and organized a working structure for the preparation of a package of proposals. Council on Anti-Corruption Bureau of the Board, in terms korotchayshie provided national anti-corruption plan. Lawyer Alexander Karafelov Mironovich believes that corruption in the country, there is, besides the traditional presence, and even the generation of a set of legal instruments, legal sagging power, and enabling the widest range of reactions and actions of the performers. It therefore allows the decision-making on the basis of expediency, and often personal. And, if part of the people, it is often perceived as arbitrary, legislators, the same power capabilities define as a manifestation of responsibility and autonomy.
